
Mission
The mission of the Forensic Science Consortium is to provide forensic science and crime scene services for attorneys, both prosecution and defense, and for law enforcement agencies nationwide. Led by Dr. Albert Harper, the Forensic Science Consortium has an established reputation for providing the highest quality expert services in all manner of civil and criminal cases involving the junction of science and the legal system.
The Forensic Science Consortium offers comprehensive assistance at all levels ranging from simple case evaluation, to assistance with motion hearings, preparation of direct and cross examination of opposing expert witnesses, trial strategy, and trial “chaperoning” as well as providing expert testimony. We also provide post-trial assistance in direct appeals, habeas petitions, and post-conviction motions.

After a case consultation, should forensic testimony be of value in your case, we can provide expert witness testimony at trial or at a motion or habeas hearing. Dr. Harper has been qualified to testify as an expert in Alabama, Arizona, Connecticut, Delaware, Florida, Maine, Massachusetts, New York, and Pennsylvania, and in Federal Court.
Expert witness “chaperoning”
After a case consultation, we are available to “chaperone” at trial. We can attend the trial, sit with you at counsel table, listen to the testimony of an opposing expert, and advise you on-the-spot with respect to your cross-examination. This “chaperoning” service ensures that the opposing expert’s testimony is within the bounds of the particular science involved. In short, our “chaperoning” keeps the opposing expert honest.
Cold case analysis and investigation
For law enforcement agencies, we provide cold case analysis and investigation. Dr. Harper has reviewed more than one hundred cold cases for law enforcement agencies in many different states, providing technical assistance and strategies for case resolution. Advances in science can lead to resolution of very old cases, and the Forensic Science Consortium can provide valuable cold case analysis and investigation. A “fresh eye” can sometimes lead to solving a decades-old open case.
